Housing
Rose, more than anyone else, would know the importance of homeownership. Back in 1990, she became a first time home owner with the help of a nonprofit housing organization that truly changed her life for the better. Rose has been a board member of Neighborworks OC for last 35 years and continues through that organization helping first time homeowners achieve their dream of owning a home.

La Habra also has an Inclusionary Housing policy that requires developers to set aside a percentage of new residential units for affordable housing.
Public Safety
Advocating for safer low income neighborhoods brought threats to the Espinoza family. Their truck was covered with graffiti and a drive-by to their home was rumored to take place.
It was important to Rose that the community of color build trust and have a better relationship with the public safety department.
Once on the city council, Rose advocated to havethe police department offer their Police Citizens’ Academy in Spanish. The sessions have been well attended and there is a stronger relationship with low income neighborhoods.
Homelessness
Espinoza took part in this year’s Point-In-Time to count the unsheltered/homeless in La Habra.
La Habra’s homeless numbers are staying steady thanks to the efforts of our La Habra Community Services Outreach Coordinators, and emergency shelter places such as North Orange County Service Planning Area, Bridges of Kraemer Place and other homeless services in North Orange County.
Local Control
Our city is best suited to make land use decisions versus the state, and our voice is stronger when we join other cities for locally-driven solutions to common problems. It is this reason that Rose sought seatsat the table of advocacy organizations to have our city’s voice represented.
Rose presently represents La Habra on OCCOG as City-at-Large representative, Calcities as 4th District representative, SCAG on Community Economic and Human Development committee and HOSEC, Hills Open Space Education Coalition.
